Why is this System Cost Effective?
Local contractors hired by local Parish or County, cut down on several middle man or large contractors who hire out smaller contractors causing higher cost . By eliminating the middle man, tons of money are being saved. Once a permit is issued by the Corps of Engineers, building and installing this system moves forward. Parishes and Counties have their own equipment and employees to install this system. Local contractors within these Parishes or Counties build the system. This is a win, win situations anyway you look at it. That is how this system is Cost Effective. The cost for one mile is $4 to $5 million dollars. ( I have estimates of 10 local contractors ). Build what you can afford to build. A little at a time.
The Parish or County take full responsibility. Which cost less. Not like it is now. No one takes responsibility. Not the Corps of Engineers, nor the contractors that the Corps hires. Which cost more.
When you add the cost of one large contractor, hiring smaller contractors, you can see how the cost is so high and besides that, it is always the same large contractor and smaller contractors that do all the work. They can put whatever price they chose, and only their projects get built. I call that a monopoly. Which by the way, is against the law.
This is a very simple system to build. All that is needed are: Local Engineers answering to their local parish or county, not to a large contractor outside their parish or county. Next, local contractors within those parish or county to build the system. Then the parish or county can install the system. Or the local contractors can install the system.
So, How one  justify their cost to building their system against the real cost of building this system?

By the way, Mud levees work. And offshore structures work. So how can anyone justify studies? Except to delay the building of this system. Been delayed since 2006, and still counting while our land protection is being destroyed.
